Later in the meeting Councilmember Joel asked city staff to review the packet production process and consider adding a clear front-page summary showing the exact numbers the council is voting on to prevent last-minute confusion.
Council and staff acknowledged the concern; staff said legal descriptions on page 99 and 100 equaled the 34.635 acreage figure and that legal descriptions carry decisively in land-use decisions. The council asked staff to analyze what caused the inconsistencies and to propose ways to make packets clearer before future votes.
