Don Carr told council the ordinances under consideration "declare that improvements to the project site are a public purpose" but that streets serving a private subdivision "do not feel public." Resident Jennifer Showman said she wants to see the costs 'upfront' when shopping for a home rather than discovering NCA charges at closing.
Other residents raised concerns about market demand and construction impacts. Jeff Daft noted inventory at nearby projects and asked whether the town needs more housing now; another speaker flagged heavy earth-moving estimates in the developer's materials and asked how reimbursements to contractors would be controlled.
Council members and staff acknowledged the concerns and said disclosure language would be part of recorded documents tied to property transfer; legal counsel said the city will require certifications, invoices and independent financial review before releasing any funds. The council then moved forward with the NCA ordinance while postponing the TIF vote to allow additional statutory notice and public review.
