The Robertson County Commission approved Resolution 032326020 on March 23, 2026, granting ACS Home Builders (on behalf of Donna Saad) a rezoning of 2.96 surveyed acres of a 6.65-acre parcel at 3509 Pinson School Road from AG-2 to R-40. Planning staff read the resolution and noted the planning commission had recommended approval 8–0 while flagging deficiencies in the traffic assessment.
Grama Suggs, owner of ACS Home Builders, spoke during the public hearing in support of the application and described the fees she incurred for required traffic work. "I paid $850 for them to come out and do the traffic study," Suggs said, adding that the county’s review charged her $1,320 "twice to review the same traffic study." She said she had spoken with the county attorney and asked the commission to consider refunding at least one $1,320 charge. Planning staff (Hunter) explained that an initial assessment by a local consultant was later reviewed by the county’s traffic engineer, who requested more detail but still supported the development; the county did not treat the initial consultant’s work as cause to deny the request.
After discussion and motions, the chair called the vote; the clerk announced the tally and the chair declared the resolution passed. The commission did not record an immediate reimbursement decision on the duplicate-review fee during the meeting; the chair said the county attorney had been contacted and the issue would be addressed separately.
