Council approves $476,480.92 supplemental agreement and budget amendment for joint-use library and YMCA

Frank Hill, interim director of Parks and Recreation, presented the third supplemental agreement with the YMCA of Greater Oklahoma City and a companion budget amendment that would move $476,480.92 into contingency funds for the joint‑use library/YMCA project.
Hill said playground and track elements remain confirmed and that the supplemental appropriation provides flexibility; the agreement will be reimbursed by the YMCA and, according to a council member, the Capital Improvement Board had already reviewed and approved the item. Council approved both the supplemental agreement and the budget amendment by unanimous votes (5–0).
There was no public opposition at the meeting; councilmembers thanked the YMCA and staff for partnership and noted the project’s capital and community‑use benefits.
