IWWC issues cease-and-desist over clearcutting at Essex Road

The Westbrook Inland Wetlands & Watercourses Commission voted unanimously to issue a Cease and Desist Order to Toby Hill Farms over alleged clearcutting and fill activity in inland wetlands and the upland review area on Essex Road. The minutes note that adjacent property owners at 915 Essex Road were said to have trespassed and carried out clearing, filling and grading on their neighbor’s property without a permit.
The motion to issue the order was made by Vice Chair Dwayne Xenelis and seconded by Commissioner Leonard Goldberg and recorded as unanimous. Heidi Wallace, Environmental Planner, later noted she had consulted with Attorney John Casey regarding the 915 Essex Road matter as part of staff follow-up.
