IWWC approves tear-down and rebuild at 249 Old Kelsey Point Road

The Westbrook Inland Wetlands & Watercourses Commission voted unanimously to approve an application to tear down and rebuild the single-family residence at 249 Old Kelsey Point Road. Engineer Michael Harkin of Harkin Engineering presented the application on behalf of the property owner, Eugenia Sullivan, describing a plan that includes a new sanitary system and an underground detention system to manage any increase in impervious surface.
Harkin said the A2D2 property/zoning survey from Annino Surveying, LLC shows existing conditions and spot elevations; the structure will be elevated for the flood zone and runoff will be handled by the onsite detention toward the rear of the property. The commission’s affirmative vote followed a motion by Dwayne Xenelis and a second by Karl Gelotte.
