Council denies Club Car Wash PUD amendment amid water and compatibility concerns

Multiple neighbors, led by John Laws, urged the council to uphold the Planning Commission’s recent 1‑4 vote to deny the amendment, arguing a tunnel car wash is materially different from the retail, restaurant and office uses originally approved and could produce noise, stacking and water‑intensive operations adjacent to residences. Laws also argued the car‑wash monthly membership revenue model may generate less municipal sales tax than other retail uses.
Several councilmembers said they shared concerns about compatibility, quality and water supply. One councilmember specifically cited ongoing city water‑plant constraints and said approving a new car wash would be imprudent at this time. After discussion, a motion to approve the amendment failed (vote recorded as 0–5).
The council’s vote preserves the existing PUD limitations as written and maintains the Planning Commission’s recommendation to deny the change.
