The City Council approved ordinance 26-5-43 to revise utility rates for Richwood, adopting new tiered charges staff included in the packet. The Finance Director explained the packet reflects a 5% enterprise-rate increase and described the new water tiers: a base tier at $4.55, the next tier at $7.29 for usage over 2,000 gallons, and a higher tier at $7.58 for customers over 20,000 gallons. Sewer rates were also adjusted and the senior discount remains percentage-based and unchanged.
Council members raised administrative questions about applying senior discounts to multiunit apartment billing; staff said the city does not currently incorporate that discount into landlord-billed accounts and that the administration of any apartment-specific discount would need to be examined. The Finance Director said the ordinance will take effect Oct. 1, with the first adjusted bill mailed in late October/November and published notices to follow.
"We'll get it published," the Finance Director said, noting the effective date and the cycle in which residents would first see the change.
