Attorney Chris Sherer explained the difference between the existing grocery 1% tax (which the minutes state will lapse in 2026 unless the city acts) and a possible new 1% sales tax. Sherer said the council could continue the grocery tax by submitting an ordinance to the state or create a new 1% sales tax limited to infrastructure uses.
Mayor Goldsmith recommended the council consult the Illinois Municipal League (IML) fact sheets and the city auditor for account setup and transparency; Commissioner Glenn asked about how specifically the infrastructure purposes would need to be defined. No ordinance was introduced at this meeting; the discussion was recorded as informational with next steps directed to research and auditor consultation.
