The Board of Supervisors approved a zone change and parcel map application for the Civitas project in Kirkwood, authorizing the conversion of two existing parcels (approximately 2.35 acres) into a 10-lot subdivision (nine single-family lots and a clubhouse).
Presidio Bay Ventures, the development manager, said earlier mixed-use entitlements had expired and that the currently proposed smaller-scale single-family plan with a clubhouse and three seasonal-worker units is the most feasible path to responsibly develop the long-vacant site. "We've spent the past five years studying several approaches... the most feasible that we've seen at this point is what we're proposing," the developer said.
Several residents and the Federal Conservancy warned that converting the parcels from multifamily/commercial to single-family could reduce options for future public facilities, workforce housing and small commercial services in the Timber Creek base area. The planning staff noted the project underwent CEQA analysis as a tiered action and that parking and snow-storage requirements were reviewed. The board approved the finding and the zone change 5-0 following the hearing.
