Board makes Jackson Valley Quarry's extended hours permanent after two-year compliance review

The Board of Supervisors voted unanimously to make permanent the extended hours of operation previously granted to Jackson Valley Quarry after a mandated two-year compliance review.
Chuck Beatty of the Planning Department reviewed the 2024 amendment that allowed extended hours (6 a.m. to 9 p.m. during peak season and 6 a.m. to 8 p.m. in the off season), said the county conducted visual inspections of installed noise curtains and modified backup alarms, and reported there have been no noise complaints since mitigation measures were implemented. An acoustical consultant conducted monitoring in May and September 2025; the results showed decibel levels below applicable standards and concluded conditions of approval were satisfied.
Neighbors urged continued oversight and asked the board to consider periodic review, dust/asbestos testing and truck-traffic safety on Jackson Valley Road and Highway 88. Phil Curran, a nearby landowner, asked the board to ensure conditions such as berm revegetation and dust mitigation remain enforced.
Supervisor Carnell moved and the board approved the motion 5-0 to extend the amended hours permanently with the existing permit conditions and monitoring requirements remaining in place.
