Planning Board approves off‑site parking for 100 Domino Drive

The Concord Planning Board approved a site plan review application from Batstone LLC to allow off‑site parking associated with 100 Domino Drive, covering designated parcels at 113 Y Domino Drive. Owner Carol Toomey and consultant Trumbull Barrett explained that prior lot reconfiguration left existing pavement technically on a separate lot; the applicants proposed a perpetual reciprocal parking and access easement and submitted an easement plan that the board asked to be referenced on the recorded materials.

The planner asked the application to correct plan notes and to reference the easement plan before recording. The board emphasized the unusual procedural posture — no new building permit or certificate of occupancy is being issued with this action — and required clarifying conditions about how the easement and maintenance obligations will be recorded. A board member moved to grant site plan review approval per the planner’s report, including the edits made that evening; the motion was seconded and the board approved the application.
