Knox redevelopment commission awards $16,000 contract to Campagna and Son for downtown brick work

The Knox Redevelopment Commission voted Aug. 5 to award Campagna and Son a $16,000 contract for work on 'shield slots 1 and 4' after staff reported two timely bids were received on July 31, 2026. Chair said both bids exceeded the city's $15,000 delegated authorization and therefore required commission action.

"The 1st 1 from JD Excavating, in Knox is for $17,600, and this is on the city's bid sheet," the Chair read aloud while presenting the submissions. Staff confirmed both proposals included bid bonds and were stamped as received by the 4:00 p.m. July 31 deadline. Michael moved to accept the lower of the two bids; Marsha seconded. After commissioners confirmed both bids met the city's specifications, the commission voted to award the contract to Campagna and Son for $16,000.

Commissioners framed the item as a procedural step to authorize work that staff cannot approve administratively because it exceeded the preset $15,000 limit. No amendments to the scope or payment terms were recorded during the meeting. The procurement record presented at the meeting lists JD Excavating ($17,600) and Campagna and Son ($16,000) as the two timely bidders.
