Beth Clark, the district’s federal programs administrator, presented the annual English Learners report required by the state and summarized local data drawn from the 2024–25 school year. "Oregon had about 64,000 EL learners. In Klamath County, we had about 322 last year," Clark said, adding that the state’s published report trails local reporting by a year.
Clark reviewed subgroup counts (monitored ELs, former ELs, long-term ELs), described a drop in dual-identified EL students with IEPs relative to prior years, and explained instructional supports used across the district. She described SIOP (Sheltered Instruction Observation Protocol) as the district’s EL instructional framework and said elementary EL students receive a minimum of 30 minutes daily pullout; secondary ELs receive one class period per day plus after-school tutoring and remote services for outlying sites.
Board members asked about trends and whether EL counts would continue to decline; Clark said self-identification changes and broader migration patterns likely influenced the recent dip. She also noted 25 students qualified to exit under a newly created "early proficiency" category for 2024–25 and that roughly 40 students qualified to exit under traditional criteria, an increase from the prior year.
