Public commenters urge action on homelessness, payroll problems and noise enforcement

Multiple members of the public spoke during the meeting's public comment period on a range of issues.

Willie Jo Schottmiller urged fundraising and a coordinated continuum of care to address homelessness and to prevent deaths from exposure; she said volunteers were distributing blankets and food and requested police outreach at venues where donated items were being taken. "Let's get people off the street... Let's guide them to, like, wrap around services," she said.

Tim Jones, representing local firefighters, described persistent payroll errors since the city's migration to Oracle and asked for accountability and a timetable for corrections. "In what business is it acceptable for employees to repeatedly be paid incorrectly?... When will it be correct?" he asked the council.

Edward Melton, a local musician, said the city's noise ordinance enforcement has led to fines he cannot afford and urged the council to reconsider exemptions for musicians; he said fines and related court logistics had put him at risk. Catherine Pogan and others raised concerns about immigration‑related policy and legal interpretations; Pogan used a long metaphor to argue that recent enforcement decisions depart from established precedent.

Council received the comments; some of the issues (payroll) were already the subject of an agenda item and staff response. Other concerns (noise ordinance enforcement, immigration policy) were taken under advisement for possible follow‑up.
