Hamblen County schools to budget $1.8 million in grant carryovers, officials say

County education officials presented a $1,805,807.11 amendment made up mainly of grant carryovers and ARPA allocations, including $505,490.15 for early intervention (CCEIS) and $823,678.74 in CTE/ISM grant carryover.
Jared Relayad, speaking for the county education office, presented Budget Amendment No. 1 to the Finance Committee: "The 1st line item is $505,490.15, which is CCEIS money, for the early intervention of special needs children," he said. The amendment totaled $1,805,807.11 and consisted largely of grant carryovers and reserves rather than new maintenance-of-effort county funding.
Relayad walked through the list of grants and reserves being budgeted: a public school security grant ($99,796.47), Pack the Bus school supply funding ($2,500), Niswonger tutoring ($72,187), opioid grant carryovers and other small program reserves, an ARPA allocation for remodeling John Hay, and an ISM CTE grant carryover of $823,678.74. He said many of the line items are carryover funds that must be formally appropriated in an amendment before they can be spent.
A commissioner asked whether this was new county money; Relayad said it was not new funds and that most of the amounts represent money held in reserve and carried forward from prior grants. The committee voted to approve the amendment.
What this means: the amendment allows the education department to budget and spend previously awarded grants and reserves, including sizable CTE and early-intervention dollars. Because these are grant carryovers and not new maintenance-of-effort funds, county general-fund obligations were not increased by the amendment as presented.
