Staff said the location has an S-curve under I-290 and that average speeds are about 34 miles per hour, with an 85th-percentile speed near 43 mph; staff recommended an engineering study to evaluate approach curvature, advisory-speed plaques and signage rather than a nonstandard 'blind driveway' sign.
On a separate petition for do-not-block signage in front of 15 Windham Street, staff said the city typically relies on statutory no-parking distances (5 feet either side of a driveway) and parking enforcement rather than nonstandard signage. The committee moved to file both items, and staff urged petitioners to contact parking enforcement when violations occur so enforcement can address repeat offenders.
DTM will evaluate the Lake Avenue approaches and report recommended signage or advisory speeds after the engineering review.
