Resident says culvert may have collapsed as septic remains submerged; council to pursue ownership clarification

During the Jan. 13 Town of Lyman council meeting, resident Cheryl Wicks reported persistent flooding behind her house and said, "it is not draining after the recent flood and believes it is due to the culvert at the river not draining properly." Neighbor Ken Goodpaster told the council the culvert lies on his property and therefore may be in county jurisdiction; he said he inspected the north end and "it appeared it may have collapsed in a section but was unsure because it is still under water from recent flood." Lacy Judd said she has contacted the county and located a Skagit Fisheries report that lists the Dike District as the owner of the culvert. Judd said she will continue working with the county to determine ownership and maintenance responsibility and will provide Cheryl an update at the next council meeting.
