The Town of Lyman council unanimously adopted Ordinance 311 on Feb. 10, 2026, approving the town's 2025 Periodic Update to its Comprehensive Plan. Council member Mike Couch moved to adopt the ordinance and Mike Swanson seconded; the motion carried with all in favor.
Asher of EJ Municipal presented the update and recommended approval, and described suggested changes to the town's development regulations to reflect updated goals and policies. "There was no comment from the public regarding the 2025 Periodic Update to the Lyman Comprehensive Plan," the minutes state. The council did not record further deliberation and proceeded to a formal vote to adopt Ordinance 311.
Council members present for the vote were Mayor Eddie Hills, Mike Couch, Mike Swanson, Tammy Buchanan, Ron Hodgin and Lacy Judd; Jeremy Mast was absent. The ordinance adoption places the updated goals and policy language into the town's planning documents; specific regulatory amendments to the development code were discussed as recommended next steps by the consultant.
