Council opts to pursue external search for next city attorney, asks staff for cost proposals
Summary
Human-resources director Marlon Scott presented three recruitment options (internal only, open recruitment, or engage an executive search firm). Council favored a national search with internal candidates still eligible and directed staff to solicit proposals (staff said the last comparable firm fee was about $17,750).

Marlon Scott, director of human resources, briefed council on the planned recruitment for the city attorney position, whose DROP ends June 30, 2026. Scott presented three options: an internal-only recruitment, an open internal-and-external recruitment, or engaging an outside executive search firm to run a national search. He said each option has tradeoffs — internal only limits the candidate pool; open recruitment broadens it; and a search firm can provide specialized recruitment reach and vetting.
Councilmembers generally supported using a search firm while preserving the ability for internal applicants to compete; one member asked staff to return with cost proposals and noted a past search cost of about $17,750. Council also discussed onboarding an internal candidate to work alongside the current city attorney if chosen. Scott said staff will solicit proposals and return with cost estimates and recommended steps.
