Council Member Tim McGuire moved to repeal the resolution and adopt the proclamation as presented; Council Member Tim Matsui seconded. Council Member Wyatt Lundquist moved to amend the motion to remove the word "Citizens" from the proclamation; Council Member Katrina Auburn seconded the amendment. The amendment failed with Council Members Will Menzies, Tim Matsui and Tim McGuire voting against it. The original motion then passed; the transcript records Council Member Auburn abstaining and Council Members Menzies and Lundquist voting in favor of the final measure.
The vote followed an extended public-comment period that included both opposition to and support for the documents. Mark Edson, who said he owns a house and a shop in Twisp, told the council the situation "feels like a domestic threat" and urged careful consideration. Supporters, including Amy McGuire and Marcia Butchart, described the revised language as a compromise that keeps the town's focus on neighborly obligations.
Council members did not provide additional ordinance language changes on the record; the council moved forward with the repeal-and-adopt motion as presented. The action resolves the standing agenda item but leaves open any future requests to further amend the proclamation or substitute alternate wording for "Citizens."
