Cheyenne Wafa, entitlements manager for 4 Star Group, presented the first reading of Ordinance 2026-1921 to establish the Maple Hills Planned Unit Development. "We're proposing 159 lots, 50 foot wide lots," Wafa said, describing a roughly 74.2-acre site annexed last year; she told council the developer negotiated with Faith Church to acquire land for a new entrance on State Road 44 and eliminated the previously proposed access onto State Road 252 because of safety concerns.
Wafa described the neighborhood amenities and design controls: a retention pond with a fountain at the entry, a playground, HOA maintenance, and higher brick requirements to raise the development's aesthetic. She said the PUD text includes anti-monotony standards (exhibit C) to prevent identical home elevations adjacent to each other. Potential builders discussed included D.R. Horton and Arbor, and the PUD allows homes ranging from 30 to 50 feet wide on uniform 50-foot lots; Wafa said home builders would follow the PUD text when they contract to build. The item is a first reading; planning commission previously recommended approval by unanimous vote and the council will hold a second reading at a later meeting.
