Board approves conditional use for light manufacturing at 505–511 11th Street

The Watertown Board of Adjustments voted unanimously to approve a conditional-use request permitting light-manufacturing uses at 505–511 11th Street SE.
Brandy, the planning staff member who presented the case, told the board the parcel is zoned C-3 (Highway Commercial) and the requested operations would take place entirely indoors. "Any operations with light manufacturing take place within the confines of a building," Brandy said, adding that the use would not be expected to generate dust, odor, noise or vibration.
Applicant Tom Mattingly of Legacy Properties said the ownership group has discussed the property's future with staff and property managers and was seeking flexibility if a tenant expands operations. "Really, we're exploring this conditional use just in the event that... the building would be open and maybe one tenant takes control and was going to expand their operations," Mattingly said.
Board members asked about parking and exterior lighting; staff said the site has sufficient parking for the proposed use and that the city's ordinances address light-spill when properties abut residential zoning. No members of the public spoke in opposition during the hearing and the chair closed the public hearing before the vote.
The board's roll-call, read aloud by staff, recorded affirmative votes from each member present; the motion passed with no dissent. Staff will proceed with permitting in accordance with the conditions discussed at the hearing.
