"City Secretary, April Warren, canvassed votes by resolution as follows;" the minutes state. Councilman Carey Palmer moved to approve the canvass and Councilman Elpressely Thacker seconded; the minutes record that the motion passed.
The minutes contain an inconsistency in the recorded vote tally. One line reads "Motion passed. 4 yeas 0 nays." A separate line in the same minutes later lists "Vote results: Ayes: 4 / Nays: 1 / Abstains: 0."
