City Attorney Darcy Swetnam explained that the existing code required a contract‑number format Tyler cannot support; the ordinance updates the code to match the new numbering used in the ERP. Swetnam said staff completed a crosswalk updating roughly 900 open contracts to the new format and that closed contracts will not be renumbered. The ordinance also replaces the contract specialist position title with contracts and grants manager and clarifies that mayoral contracting authority for municipal fiber includes certain modifications to dark fiber leases.
Council moved and seconded the ordinance and approved it in a roll‑call vote with seven ayes and zero nays. Councilmembers thanked finance and contract staff for the manual work necessary to update numbers and for producing the crosswalk on the contract SharePoint site.
