Council adopts Skagit County hazard mitigation plan with Anacortes annex

The Anacortes City Council voted to adopt Resolution 3196, approving the 2026 Skagit County hazard mitigation plan update that includes an annex specific to Anacortes.
Public Works Director Logan Lee presented the plan and said it assesses likely natural hazards, evaluates consequences and identifies actions to reduce risk to residents, businesses and infrastructure. Lee said federal hazard mitigation grant programs generally require an approved mitigation plan to be eligible for certain funds and that the city’s Anacortes annex will fulfill the grant requirement tied to analysis work on the Whistle Lake earthen dam.
Lee told the council the plan is intended to be a living document that will be updated as conditions change. Council members moved and seconded adoption and the measure passed by voice vote.
