INR adopts ordinance banning camping on county property and tightens parks and boat‑landing rules

Ray said the ordinance would also prohibit display and consumption of alcohol at public boat landings, restrict nighttime use of boat landings to water recreation activities, authorize the department to set fees and temporary rules with administrator consent, and require pets be on leashes no longer than seven feet. He told the committee these changes respond to population growth and increased use of parks and landings and are aligned with state statutes and industry practice.
Committee members moved to amend the proposed ordinance (adding a carve‑out for smoke‑producing products in designated areas) and then moved to adopt the amended ordinance; the committee recorded voice votes in favor and the ordinance passed in committee. Staff said the amendments give the department clearer tools to manage parks and allow time‑of‑day restrictions and fee arrangements as needed.
