Council hears update on 303 Ming Street receivership and planned demolition timeline

Community Development Director Carroll told the council that the county’s delinquent tax sale list includes 303 Ming Street, a property in the city’s receivership process. Carroll said the city’s legal counsel filed a motion for a judicial deed because the two-year receivership waiting period has passed; the circuit court is scheduled to hear that motion on August 6. Carroll said that if the court issues a judicial deed, the Warrensburg Property Rehabilitation Corporation would need to pay $1,792.34 to the collector to prevent the parcel from being sold at the August 24 tax sale and then proceed with eviction, bidding demolition, and abatement targeted for late fall or early winter.
City Attorney Sommer said the city followed statutory process and that staff will present evidence of nuisance conditions, including photographs and testimony, to show good cause for a judicial deed. City Manager Schrage said the budget can cover the tax payment and that staff have met several times with the property occupant and social services agencies to seek alternatives prior to abatement.
