The council approved Bill No. 07-08-2026, authorizing the City Manager and City Clerk to execute a contractor services agreement with SAK Construction, LLC for the 2026 Sanitary Sewer Main Lining Project (Ordinance No. 6042). Public Works Project Manager McCarty told the council that the city may use cooperative purchasing through Omnia Partners rather than a formal bid process when cooperative pricing is superior; SAK holds an Omnia contract for cured-in-place pipe trenchless rehabilitation and submitted a quote of $99,036 against a FY26 budgeted amount of $105,000.
McCarty said SAK has completed similar projects for the city five times in the past nine years and that a second vendor’s costs were higher during due diligence. He added cooperative purchasing avoids a 30-day publication notice required for a formal bid, enabling a quicker start. The roll call vote was 4–0 in favor and the ordinance was adopted as No. 6042.
