City Administrator T. Walker told the council that department heads "worked with a new software system, BS&A, to submit their budgets electronically, rather than on paper as in previous years." Officials said the change was intended to streamline submissions and permit clearer staff review of departmental proposals.
Council members were briefed that numerous conversations with department heads had occurred before finalizing preliminary estimates. The minutes attribute the software adoption and electronic submissions to the FY26/27 planning process; no formal policy or vendor contract was discussed at the Feb. 17 session.
