Clerk: Lyman likely not legally responsible for failing culvert; FEMA PA may be disqualified

The clerk read excerpts from council minutes in 2011 and 2012 showing that the U.S. Army Corps of Engineers (USACE) had previously asked whether Lyman would sponsor the culvert and that the town declined, noting the culvert is in Skagit County. The clerk said the town can withdraw the request or continue and let FEMA issue a determination, which can be appealed if denied. Clerk and FEMA staff will continue researching responsibility and will update the council at the next meeting.
