City staff outlines five‑year CIP with 44 projects, about $58 million in work

Jordan Santos, an engineer with the city’s engineering department, presented the five‑year Capital Improvement Program to the Parks and Recreation Commission and said the plan focuses on projects that are already funded, active, or have guaranteed revenue sources. “Compared to last year, which had a little over a 100 projects, this year, our current CIP has 44 projects, totaling approximately 58,000,000,” Santos said.
Santos told commissioners projects are chosen to meet the 2040 general plan and are funded through a mix of impact fees, RMRA/gas‑tax allocations, enterprise funds and the general fund. He said projects in year 1 are those funded in the current fiscal‑year budget, and other projects are included when they have identified funding. The presentation noted the plan was reviewed earlier by the planning commission, city council and the transportation advisory committee as informational updates.
Commissioners probed which CIP entries directly benefit parks, and staff acknowledged most projects on the list are water, transportation or public‑safety projects; only a single parks project was included in the summary provided to the commission. Staff said the plan will continue through the planning and council review process and that commissioners and residents may provide input at those hearings.
