Elections office: proposed Carson refinery tax has been rescinded and will not appear on Nov. 3 ballot

During the council meeting the city attorney read an email from the Elections Coordination Unit confirming that the submitted Carson Oil Refinery Tax measure "has officially ... been rescinded and will not appear on the 11/03/2026 ballot." The email was attributed to Jetta Allen, Administrative Analyst 2, Elections Coordination Unit.
The city attorney also said the agreement contemplates Tesoro’s legal counsel filing a request for dismissal of the tax litigation; following a remand from the Supreme Court, the parties will seek dismissal with prejudice in the trial court. The attorney added that Tesoro has agreed not to seek costs or attorney’s fees from the city in that litigation.
