Committee recommends approving AuByrne Marina PDD but asks for documentation of state and federal approvals
Summary
The Committee recommended approving the AuByrne Marina Planned Development District but commented that the applicant provided no documentation from NYS DEC or the U.S. Army Corps of Engineers to support the project's claim that 20 docks were previously approved; it also flagged potential stormwater impacts if gravel areas are paved and reminded the Town of Owasco Lake watershed rules.

The Committee reviewed a Planned Development District referral for the AuByrne Marina at 7041 Owasco Road along the Owasco Outlet/River. On a motion by Doug Kierst, seconded by Kari Terwilliger, the Committee recommended approving the PDD without change but provided several comments. The motion was approved with all voting AYE.
Among its comments the Committee recorded: "The project narrative mentions that the 20 new docks have already been approved but there is no supporting documentation provided in the package to prove that either NYS DEC or US Army Corps of Engineers (USACE) did approve of the installation of docks along this waterbody; and the SEQR form has ‘No’ checked for required approvals from state and federal agencies. The Town Board should request the applicant to provide documentation of approval and/or no permits required from NYS DEC and USACE prior to approving the PDD." The Committee also noted that paving previously gravel parking or driveway areas may increase stormwater runoff and that the property is within the Owasco Lake Watershed and subject to its rules and inspection program.
