Committee requests more materials before completing review of WSB Solar I site plan in Owasco
Summary
The committee found the referral for a solar development at 113 Melrose Road incomplete and required a final Erosion & Sediment Control plan showing the Owasco Lake Watershed boundary, a SWPPP, and owners of Lots 1A and 1B on all sheets before it can finish review.

The Committee reviewed a referral for a proposed solar development by WSB Solar I, LLC at 113 Melrose Road in the Town of Owasco, which requires Subdivision, Site Plan, and Special Use Permit approvals. The Committee noted the project was first reviewed on July 18, 2024 and that its earlier request for a final Erosion & Sediment Control (ESC) plan was not provided in the current referral. On a motion by Doug Kierst, seconded by Kari Terwilliger, the Committee determined "additional material is necessary for review—no final action taken." All voted AYE.
The minutes list the materials required to complete review: a complete drawing set including a final ESC plan for construction purposes that shows the location of the Owasco Lake Watershed boundary; a copy of the required Stormwater Pollution Prevention Plan (SWPPP); and owner names for Lots 1A and 1B on all sheet pages. The referral record notes the project scope has been reduced from earlier submissions, but the lacking ESC and labeling prevent a final county-level determination.
