County shifts CPO liability approach after underwriters decline group policy; TULIP and reimbursements proposed

County staff explained that insurance carriers are unwilling to underwrite a single group general-liability policy for the county's community planning organizations (CPOs). Nancy Bush and interim risk manager Trish Pafas recommended offering CPOs a short-term event-based policy (TULIP — tenant user liability insurance policy) and establishing a reimbursement program for active CPOs while staff continues to investigate underwriter options.
Pafas said a TULIP purchase is quick and low-cost for routine meetings (an estimated ~$70) and that one-day event policies could range from roughly $125 to $500, depending on scope. The board directed staff to support CPOs by providing links to TULIP options, setting up a reimbursement process and helping trouble-shoot cases where groups have difficulty obtaining coverage.
Commissioners noted the community value of CPO volunteers and asked staff to help with outreach and to return with refined cost estimates; staff said they would try to keep the county-funded support targeted to active groups and to report back if market conditions change.
