County pilot uses cameras, tracking and citations to cut illegal dumping; average fine $300

Stacy Smith, speaking for the solid-waste/Keep Athens-Clarke County Beautiful program, described a camera-driven illegal-dumping pilot that places a mix of trail cameras, license-plate readers, cellular and Flock units at recycling drop-off and other public right-of-way sites. Smith said the program has tracked repeat offenders and worked with ACCPD and code enforcement to route violations; "since March 2023, we have had 479 violations that were forwarded to code or ACCPD for action, 326 citations, 131 warnings," she said.
Smith outlined program mechanics — interdepartmental tracking, private-site waivers, SD-card archiving, and social-media outreach — and said the program will begin a litter-dumping education class in September developed with Judge Thompson to accompany fines or community-service conditions for offenders. Staff also said they had standardized fines (average $300) and were preparing procedural manuals to preserve interdepartmental practices.
