Commissioners approve solicitation for legal services to support 'Housing for Success' participants

The Clackamas County Board of Commissioners voted 4–0 to direct staff to solicit legal services for the Housing for Success economic-empowerment program.
Mary Rumbaugh, director of Health, Housing & Human Services, said the revised solicitation responds to commissioner concerns about scope, duration and cost. "The solicitation proposed specifically removes criminal record expungements from the scope of work," Vahid Brown told the board and said the anticipated contract amount was reduced to $150,000 for the contract year.
Vahid Brown, deputy director of Housing and Community Development, said the program has enrolled 127 households to date and that adding legal services will address barriers to housing stability such as eviction defense, pre-eviction dispute resolution, reasonable-accommodation requests and debt negotiation. Commissioners asked about funding sources (supportive housing services funds) and expressed support for moving forward with a one-year, renewable contract to evaluate effectiveness.
