Dixon council approves three-year police union contract with pay increases

The Dixon City Council on Sept. 2 unanimously approved a three-year memorandum of understanding (MOU) with the Dixon Police Officers Association covering July 1, 2025, through June 30, 2028, and approved a related fiscal-year budget amendment.
City staff presenter Rachel summarized the key terms, including a restructuring of salary steps and multi-year base increases: “11% salary increase for police officers and a 14% increase for sergeants,” she said, with additional 2.5% base increases scheduled in July 2026 and July 2027. The contract also adds a new Step G, increases bilingual and night-shift differentials to 5% of base pay, introduces 5% longevity pay for employees at 10 years of service, and includes a change to health benefits with the city contributing 85% of the Kaiser Region 1 premium and covering the full dental PPO plan premiums.
Chief Thompson called in during public comment and urged council approval, praising the agreement as balanced for recruitment and retention. Council members emphasized the role of recent public support for a local sales tax in making the fiscal accommodations possible and thanked negotiators from both sides for what they described as a collaborative process. The council’s vote was unanimous.
The council adopted the resolution and the requested FY 25/26 budget amendment; staff were directed to implement the changes consistent with the MOU.
