Brackett ISD reports top FIRST score; auditors found no material weaknesses

Brackett ISD officials told the board that the district received a superior rating under the Texas Education Agency's Financial Integrity Rating System of Texas (FIRST) for fiscal year 2022-23. The presenter summarized the FIRST framework and said the district's score fell in the 90'100 band that TEA defines as "superior achievement."
"So anything between a 90 to a 100 points is a superior achievement and that is what Bracket's rating was this year," the presenter said, noting the rating draws on 21 indicators grouped into critical indicators, solvency measures and financial competency tests. The presenter reported that the district's audited net position in governmental activities was positive ("$15,000,000" as presented) and that auditors reported no material weaknesses on internal controls or instances of material noncompliance on the AFR (audited financial report).
The presenter also said the district met solvency targets, reporting 306 days of cash on hand where TEA's benchmark is 90 days. In addition, required public disclosures were confirmed: the management report and the superintendent's contract are posted on the district website and reimbursements and gifts over $250 for FY22-23 were included in the management report.
Board members did not vote on the rating itself; the presentation was provided as an information item and district staff said the supporting documents are publicly available on the district website.
