Carson council backs settlement in principle with Tesoro, moves to withdraw refinery tax

The Carson City Council voted unanimously Aug. 10 to adopt a conditional resolution to rescind a proposed per‑barrel oil refinery tax after the city attorney reported a settlement‑in‑principle with Tesoro (a Marathon subsidiary).
The city attorney reported the council reviewed proposed settlement terms in closed session and approved them “in concept, subject to bringing back a fully executed signed settlement and annual payment agreement,” and said, “The total sum of which will involve some $370,000,000 to the city of Carson.” The draft rescission is resolution number 26‑097 and is expressly conditional on a final signed agreement.
The attorney asked the council to insert two settlement figures into the draft resolution: $120,000,000 in one clause and $250,000,000 to be paid over 15 years in another. He and staff said the settlement would reimburse the city for the impounded tax, litigation costs, attorney fees, consultant fees, penalties and interest.
A council member moved to adopt resolution 26‑097, another council member seconded, and the council voted in favor on roll call. The clerk recorded unanimous votes for the members present; the motion carried unanimously.
Council members and staff emphasized the rescission will only take effect if a fully executed settlement agreement is delivered and approved at the follow‑up meeting the next day. City staff said they would file the rescission with the Registrar‑Recorder’s office once the signed agreement is in hand.
