Select Board approves $1.25M reallocation to Monument Avenue water-line project

Consultant Jason Dolmich of MSK Engineers and town water staff presented a proposal to reallocate $1,250,000 from the South End waterline project to the Monument Avenue Extension to create a looped system that improves pressure and fire flow while also addressing water quality concerns. Dolmich said the Monument Avenue Extension already has approximately $5.6 million secured and an additional roughly $5.8 million EPA grant application pending; the total scope for the Monument-area work is about $13 million. "We're recommending that the town allocate that savings of $1,250,000 to the Monument Avenue Extension Project," Dolmich said.
Board members pressed staff on whether the reallocation required additional voter approval and whether voters who approved the 2023 bond should be notified; bond counsel reviewed the matter and affirmed the reallocation conforms with the original voter authorization because the projects serve the same purpose. Nancy White said she wanted more time for voters to weigh in; the motion to approve the drinking-water loan amendment application moved forward and the board voted to authorize the town manager to submit and execute the amendment.
