Staff reported that formal negotiations with the Dixon Managers and Supervisors Association (DMSA) produced a tentative successor MOU covering July 1, 2025 through June 30, 2028. The agreement includes 3% cost‑of‑living increases each July and several equity adjustments for specific classifications.
Rachel, who led the staff presentation, summarized negotiated changes: phased COLA increases, targeted equity adjustments for positions such as chief plant operator and senior planner, increased bilingual incentives, adjusted longevity steps, and a two‑tier medical contribution structure for new hires. "The term is gonna be 3 years starting July 1 to 06/30/2028," staff said while outlining wage and benefit changes.
Council approved the MOU and related budget amendments and then moved to adopt similar updates for the confidential, mid‑management and senior management compensation plans. Those actions included changes to dental/vision contributions and longevity accruals; council recorded unanimous aye votes for each resolution.
