Board grants franchise to Kootenai Electric Cooperative for eastern-county service locations

Spokane County staff recommended and the board unanimously approved a franchise agreement Aug. 11 allowing Kootenai Electric Cooperative to construct, operate and maintain electric infrastructure along portions of county roads at the county’s eastern boundary adjacent to Kootenai County. County Public Works presentation noted that Kootenai Electric is the most practical provider for certain customers along the eastern margin and that staff had worked through franchise terms with Kootenai County.
The board recorded no public testimony on the item and voted to approve the franchise as presented. Staff said the agreement expedites service for particular customers along the county border and that the franchise locations were presented on an overhead map during the hearing.
The decision authorizes staff to finalize the franchise agreement consistent with the terms reviewed in the public hearing. No appeals or objections were raised during the meeting.
