Seattle resident alleges assault by Seattle Center ESU officers; committee hears complaint during public comment

During public comment at the Aug. 11 Public Safety Committee meeting, Clive Hayward alleged two Emergency Services Unit officers employed by Seattle Center assaulted him and described repeated efforts to secure accountability through the city's complaints and oversight channels.
Hayward said he filed a claim with the city attorney’s office on June 4 describing the incident and that he subsequently took his complaint to risk management, the mayor’s offices, the council, the office of inspector general and Ethics and Elections. He said Seattle Police Department found no probable cause for detention in a related episode and that at least one of the officers has since been promoted. "When and how will the assault against me be resolved?" Hayward asked the committee.
Committee members thanked him for appearing and acknowledged the limits of the committee’s immediate authority. The committee did not take action at the hearing; members urged that the complaint be followed up through the appropriate administrative and oversight bodies so the allegation can be investigated and addressed.
