Board finance staff reviewed a budget amendment and explained how a 20% change in certified values affected the levy and state funding formulas. Staff said the state reduces its share when local tax capacity rises, and the change pushed the district into a position where approximately $69,000 would be subject to recapture based on current formulas.
A finance presenter described adjustments the administration had made: district hiring produced 51.5 FTEs so far compared with the 53 FTEs included in budget planning, creating some savings; other savings came from reassigning positions to grant or state-compensable funds and meticulous line-by-line reviews. "So the state says, oh, well, you guys got more taxes for your allotment, so we're gonna decrease our share," the presenter explained while walking trustees through the recapture mechanics.
Administrators also discussed how varying personnel salaries (a veteran replaced by a first-year teacher) and targeted grant-funded positions decrease general-fund pressure. Staff emphasized these are projections and final recapture calculations will depend on the year-end accounting and actual tax collections.
