S2 explained that statewide changes to the TEKS alignment and to cut scores (and the introduction of STAR 2.0) account for some of the apparent shifts. S3 asked when those changes took effect; S2 said the standards/test alignment changes began around 2021 and she would provide exact dates and documentation at the next meeting. S2 cautioned that "approaches" counts as a passing category even though students might not be on grade level, and the district is focusing planning time on moving students to "meets" and "masters" levels.
