Committee postpones local law to allow vending at county pool pending vendor conversations

The committee considered proposed Local Law No. 12 (2026) to amend Chapter 276 of the County Code to permit vending and concessions at the county pool complex during authorized large events. Deputy Executive LaValle told the committee the concession contract for the pool limits certain competing menu items and that the proposed change is intended for exceptional large events (e.g., 1,000+ attendees) where the concession area cannot meet demand.
Legislator Stewart and others raised concerns about potential impacts to the incumbent concessionaire and asked whether the county attorney or contract language had been reviewed; LaValle said she had a meeting scheduled with the concessionaires to discuss details. Multiple legislators favored postponement to give DPW and the executive's office time to negotiate clarifying language and confirm that the amendment would not permit day-to-day competition with the contracted concessionaire. Legislator Donovan moved to postpone and the committee voted unanimously to delay action for one month.
The administration said it will meet with concessionaires and report back so the committee can consider clarified language that preserves incumbent rights while allowing outside vending for large events.
