Legislator Donovan pressed for details: "I was just hoping to understand, a little bit more of the history of this project... and what equipment we are purchasing because the background material didn't really go into much detail on that." Several legislators echoed that concern, with Legislator Briggs saying he was uncomfortable "just giving people 500,000 so they can then go out" without a list. Chair Nolan argued the amendment is preparatory — it "isn't spending any money" but creates a budget line to allow receipt of grant funds. After debate, Legislator Donovan moved to postpone to gather specific procurement information; the motion to postpone passed 4–1.
The committee will seek a clearer inventory of proposed equipment and procurement plans before Ways and Means reviews the amendment next week.
