Ulster County comptroller office: Capital spending at $21M year-to-date, emergency communications center drives general government totals

Don Quisnell, speaking for the Department of Budget, briefed the Ulster County Public Works and Capital Projects Committee on the county's capital improvement program and spending pace.
"To date, we have about $21,000,000 in capital expenses," Quisnell said, adding that approximately $9,500,000 is in general government and that about $6.6 million of that is the emergency communications center. He told the committee that roughly $5 million has been spent for highway projects and about $3 million for other transportation, largely UCAP bus purchases. Quisnell cautioned that "a majority of our expenses come in the month of December," which makes the year-end total dependent on that month’s activity.
Committee members asked for follow-ups on vehicle purchasing lines and project-specific closeouts. Quisnell said several vehicle purchases are covered by existing capital projects with "not to exceed" amounts approved by the legislature and that final totals will depend on procurement pricing; he offered to report back at year-end. The update framed the committee's conversations that followed on individual project adjustments and contract approvals.
